Abstract
The study examining the effect of effective human resource management on productivity in public enterprises in Rivers State, Nigeria: A comparative analysis of human resource practices and performance outcomes. The specific objectives were to: examine the effect of training and development programs on productivity in public enterprises, investigate compensation and benefits on productivity in public enterprises, and assess the effect of performance appraisal on productivity in public enterprises. The area of study focused on 4 selected ministries in public enterprises in Rivers State, Nigeria made up of: Ministry of Budget and Economic Planning; Ministry of Employment Generation and Empowerment; Ministry of Housing, and Ministry of Social welfare and Rehabilitation. The sample size of 206. The study used the survey approach. A total of three hundred and one (301) copies of the questionnaire were distributed to the staff of the selected Ministries. A total of two hundred and fifty (250) copies were retrieved from the respondents, out of two hundred and six (206) 82% copies were properly filled and found usable for the study. While forty-four (44) 21.3% copies were not properly filled. Instrument used for data collection was the questionnaire and interviews. Pearson correlation coefficient, and multiple regression analysis were used to test the hypotheses, to determine the nature, and strength of the research variables. The findings indicated that training and development programs has positive effect on productivity in public enterprises in Rivers State, Nigeria. Compensation and benefits has positive effect on productivity in public enterprises in Rivers State, Nigeria. Performance appraisal has positive effect on productivity in public enterprises in Rivers State. The study concluded that employee training and development programs, compensation and benefits, performance appraisal has positive effect on productivity in public enterprises in Rivers State, Nigeria. The study recommended that Public enterprises should prioritize training and development programs to enhance employee skills and knowledge. Public enterprises should regularly review and adjust compensation and benefits packages to ensure they remain competitive and aligned with industry standards. Public enterprises should use a standardized evaluation criteria and process to ensure consistency and equity.
